TOWSON, Md. — A new bill introduced in the Baltimore County Council proposes changing zoning laws to allow “Electric Vehicle Centers” in areas currently set aside for manufacturing.

Bill 91-25, sponsored by Councilman Wade Kach, would create a specific definition for these centers and allow them to operate in “Light Manufacturing” (M.L.) zones, provided they meet certain conditions.

What is an Electric Vehicle Center?

Under the new bill, an Electric Vehicle Center is defined as a facility used to sell, fix, or service electric vehicles. This includes both passenger cars and commercial trucks.

The bill states these centers can include:

  • Showrooms for test drives.
  • Spaces for washing and detailing vehicles.
  • Overnight storage for vehicles.
  • Electric vehicle chargers and related equipment.

Where Can They Be Built?

The legislation does not allow these centers everywhere. To build one, the property must be located within a “Planned Industrial Park” that is at least 25 acres in size. The land must also be in a zone designated for industrial or manufacturing use.

Restrictions and Rules

The bill includes specific rules for how these centers must look and operate.

  • Hidden Storage: Any area used to store vehicles that are waiting for repairs must be screened so it cannot be seen from public roads.
  • No Used Cars: The centers are strictly prohibited from selling used vehicles. They cannot display used cars or have signs advertising them.
  • Parking: The centers must provide at least two parking spaces for every 1,000 square feet of floor space.

The bill is currently before the County Council for review. If approved by at least five members, it would become law 14 days after the vote.
